The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.
A workshop meeting will take place beginning at 9 a.m. on Tuesday, June 14, 2022. No action will be taken during the workshop. Details of the items on the agenda are listed below.
· The Flagler County Sheriff, Rick Staly, will provide an overview presentation to assist City Council during the upcoming budget preparations.
· The Stormwater & Engineering Department will provide a presentation about the Pedestrian Feasibility Study taken and discuss options for proposed improvements and solutions suggested. The study has identified 66 residential collector roadways within the City of Palm Coast that would benefit from enhancements for pedestrians.
· The Utility Department will present a resolution to approve the second amendment to the interlocal agreement with Flagler Beach relating to potable water sale and shared utility customers. Both Cities agree on recommendations made for Flagler Beach to extend its water lines to “Area B,” which is a portion of Roberts Road. To help facilitate efforts, Palm Coast would agree to provide bulk water to “Area B” temporarily until January 1, 2023.
· The Financial Services Department will provide a presentation overview of property taxes and millage (TRIM) rate in preparation to adopt the Fiscal Year 2023. The Strategic Action Plan consisting of City Council Priorities was adopted on May 3rd of this year, and fund accounting and revenue source restrictions were presented on May 24th in preparation for these budget discussions.
· The Community Development Department will present a resolution to approve a land exchange agreement between Kings Business Center LLC and the City of Palm Coast. In early 2004, property was deeded to the City of Palm Coast for a future flyover that would connect Whiteview Parkway with Old Kings Road. The revised layout will impact fewer wetlands and could decrease future infrastructure costs to the City.
· The Information Technology Department will present a resolution to approve a ground lease agreements with Diamond Towers V LLC for the construction of telecommunications towers at Royal Palms FL297 and Clubhouse Drive Utility Site FL162. The terms of the lease agreement are consistent with the previously approved contract with Diamond Towers V LLC.
· The Community Development Department will present a resolution to approve the fiscal year 2023-2025 local housing assistance plan (LHAP) for the State Housing Initiatives Partnership (SHIP) program. The required provisions and constraints of the Florida Statutes have been incorporated into the content of the SHIP LHAP and Florida Housing Finance has already reviewed and approved the draft plan.
· The Stormwater & Engineering Department and Public Works Department will provide a presentation on safety measures for hardening City facilities. This presentation is a result of a collaborative effort between the Consultant, the City of Palm Coast, and the Flagler County Sheriff’s Office to identify security and safety concerns for City facilities.
Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name and may speak for up to 3 minutes. Comment cards are available for contact information in order for staff to follow up with each speaker.
Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings take place in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
