Flagler County and the City of Palm Coast's distribution of State Housing Initiatives Partnership (SHIP) funds are projected to be $350,000 for State Fiscal Year 2019-2020. Of this distribution, approximately $315,000 is allocated as follows: Down Payment Assistance ($140,000), Housing Rehabilitation Assistance ($115,000), Emergency Repair ($30,000), Foreclosure Prevention Assistance ($10,000), and Rental Assistance ($20,000). Flagler County is currently seeking eligible applicants.

Down Payment Assistance Program
Assistance will be provided to qualified first-time homebuyers purchasing a new or existing single family home, manufactured home, townhome, or condominium priced at or below $200,000. PRIORITY WILL BE GIVEN TO PERSONS WITH SPECIAL NEEDS. The application period commences September 9, 2019 and ends March 31, 2022 or until all funds have been expended.

Owner-Occupied Housing Rehabilitation Program
Assistance will be provided to qualified homeowners for repairs to alleviate code violations and to eliminate health and safety problems in a home. PRIORITY WILL BE GIVEN TO PERSONS WITH SPECIAL NEEDS. The application period commences September 9, 2019 and ends on March 31, 2022 or until all funds have been expended. This strategy is for very low and low income applicants only.

Emergency Repair Strategy
Assistance will be provided to qualified homeowners in need of emergency repairs related to a dire situation that needs to be mitigated immediately. PRIORITY WILL BE GIVEN TO PERSONS WITH SPECIAL NEEDS. The application period commences September 9, 2019 and ends on March 31, 2022 or until all funds have been expended. This strategy is for very low and low income applicants only.

Foreclosure Prevention Strategy
Assistance will be provided to qualified homeowners that are in arrears on their first mortgage due to a qualifying hardship. The arrearage must be at least two (2) months, but no more than six (6) months and cannot be under an active foreclosure action. PRIORITY WILL BE GIVEN TO PERSONS WITH SPECIAL NEEDS, VERY LOW AND LOW INCOME HOUSEHOLDS. The application period commences September 9, 2019 and ends on March 31, 2022 or until all funds have been expended.

Rental Assistance Strategy
Assistance will be provided to qualified individuals or families who are at-risk of or are experiencing homelessness and require temporary rental assistance to maintain or obtain rental housing. PRIORITY WILL BE GIVEN TO PERSONS WITH SPECIAL NEEDS. The application period commences September 9, 2019 and ends on March 31, 2022 or until all funds have been expended. This strategy is for very low and low income applicants only.

Disaster Strategy
This strategy may be funded after a declared disaster.
