Finance offers several services:

Accounts Payable: Monitors and processes cash disbursements; responsible for invoice processing, vendor payments, customer refunds, and ensures compliance with internal policies and procedures

Budget Services: Budgeting for an outcome requires a direct link between department spending and the Strategic Action Plan (SAP). The comprehensive annual approach focuses on planning, tracking and reporting these results.

General Billing: Prepares invoices and processes payments for code enforcement, fire inspections, red light camera violations, special events, and for other departments as needed

Lien/Payoff Requests: Liens can be placed on property throughout the City for a variety of reasons. More common liens include code enforcement actions and unpaid utility charges. The lien payoff request provides requestors with a complete list of fees and charges due on a property in order to have liens released

Utility Billing: Processes nearly 40,000 bills and payments monthly for the City owned water and sewer utility, solid waste services, and stormwater management fees.

Purchasing: The Purchasing division is responsible for overseeing a decentralized purchasing system that reviews and processes purchase orders, and obtain quotes to ensure competitive bidding in accordance with the City's purchasing policy. The Purchasing division also maintains the list of approved vendors for use by City departments.

Business Tax: The Local Business Tax Receipt Division is responsible for the issuance of all Local Business Tax Receipts. The Division also issues Door to Door and Right of Way Solicitation Permits.

Real Estate Taxes: Ad Valorem taxes on real property are billed and collected by the Flagler County Tax Collector on an annual basis, beginning on November 1st, for the calendar year of January through December. The Flagler County Property Appraiser is statutorily charged with placing fair market values on each property in Flagler County. The Flagler County Property Appraiser is also responsible for administering exemptions.
