Building Department
Under general direction of the Chief Building Official, the purpose of the position is to assist in the administration and operation of the Building Division including planning, organization, mentoring, training, education, and overall development of staff. Additionally, evaluation, development, implementation, and enhancements of operating standards ensuring efficient delivery of services to stakeholders and the citizens of Palm Coast is a primary function. Employees in this position function in a supervisory capacity and are responsible for supervision of the Senior Plans Examiner and Chief Building Inspector. Objectives include ensuring Division staff has the knowledge, skills, and abilities to perform highly accurate and efficient work in their respective positions and the Division conducts its business in an ethical manner and in compliance with Florida Statutes and Administrative Codes providing for the health, safety, and welfare of the citizens of the City of Palm Coast. Other primary duties include the development and management of a robust internship program. Employees work with self-initiative and independence with guidance from the Chief Building Official and Chief Development Officer on matters involving complex permitting, plans examining and inspection matters. Under general direction, the purpose of the position is to perform plan reviews of submitted construction plans in the building, electrical, plumbing, mechanical, energy conservation and accessibility disciplines for both residential and non-residential buildings and structures to ensure plans comply with the Florida Building Codes. Employees in this classification are responsible for the technical review of plans for new and altered buildings and structures for compliance with the Florida Building Code, Florida Residential Code, Florida Plumbing Code, Florida Mechanical Code, Florida Fuel Gas Code, Florida Energy Conservation Code, Florida Existing Building Code, Florida Accessibility Code, and the National Electric Code. The objective of this position is to systematically analyze and evaluate all aspects of project design, specifications, and calculations of proposed construction work for compliance with Florida Statutes, Florida Administrative Code, and the Florida Building Code to ensure the health, safety, and welfare of the general public. Must possess a High School Diploma or GED. Plans Examiner I require a Standard Building Plans Examiner certification (preferred) or Standard certification in electrical, mechanical, or plumbing plans examining disciplines and ability to obtain Standard Building Plans Examiner certification within one (1) year of employment. Plans Examiner II requires a Standard Building Plans Examiner certification and one additional Standard certification in either electrical, mechanical, or plumbing plans examining disciplines. A valid State of Florida Driver's License is required.
Under general direction, the working supervisor will perform technical work reviewing and analyzing building construction plans and specifications submitted with applications for building permit to ensure compliance with all Florida building codes, City ordinances and State of Florida statutory and administrative code requirements applicable to proposed construction projects. Assigns, trains, monitors, and supervises the work of the other plans examiners. Employees in this classification perform at a professional level and are responsible for providing comprehensive and complete plans review in various construction trades to ensure design compliance with all Florida building codes, Florida State Statutes, and the Florida Administrative Code. Position provides exceptional customer service, technical expertise and guidance to all stakeholders working in the City including licensed design professionals, developers, contractors, other City departments, and the general public regarding the interpretation and application of code provisions related to proposed construction projects.
Must possess a High School Diploma or a GED; supplemented by five years of experience as a building plans examiner or a degree from an accredited college or university with major course work in architecture, engineering, or building construction and two years of experience as a building plans examiner. Also requires three (3) years direct plans examiner supervisory experience. Must possess State of Florida certification as a standard building plans examiner and certification in at least two of three of the following categories: standard electrical, standard plumbing or standard mechanical plans examiner. Registration as a Florida licensed architect or engineer substitutes for one of the additional certifications. Regardless of number of certifications at time of employment, must also obtain Florida standard plans examiner certifications within one year of employment.
City Manager's Office Department
Under executive direction, the purpose of the position is to assist the city in providing highly complex and specialized administrative/secretarial support to the City Manager and City Government. Employee functions at an executive support level to provide highly accountable, confidential support to the City Manager's Office, and promote the effectiveness and efficiency of daily administrative operations. Position exhibits professionalism in communicating on behalf of the city with internal and external entities. The employee will work with considerable independence and initiative but confers with the City Attorney on unusual administrative issues. Bachelor's Degree in Business Management, Records Management, or related field; supplemented by seven (7) years of responsible experience in office management and executive level administrative/secretarial support functions within a similar government agency; or an equivalent combination of education, training, and experience. A Certified Municipal Clerk certification is required.
Finance Department
Under general direction from the Chief Accountant, the purpose of the job is to perform moderately complex accounting work according to generally accepted standard accounting principles, established procedures, departmental guidelines, and regulatory requirements applicable to the work. Employees in this job classification function at journey professional level to accomplish assigned functions according to established schedules, calendars, projects, and programs of the department. Work includes researching and collecting data, preparing clear and concise financial reports, and monitoring expenditures and revenues of assigned divisions and/or departments. Performs related work as directed. Must possess a Bachelor's Degree in Accounting with a minimum of two years responsible experience in the field.
FIRE Department
~~Benjamin Franklin often wrote about the dangers of fire and the need for organized fire protection in his newspaper The Pennsylvania Gazette. He wanted organizations that would battle all fires, regardless of whose property was burning. So, in 1736, "The Union Fire Company" was started with 30 volunteers to band together community members with the selfless goal to protect their neighbors.
280 years after the first volunteer brigade was formed, the goal of the volunteer firefighter remains the same today as it did then, to protect their neighbors. Our Palm Coast Volunteer Fire department started in 1973 with 50 members and has always placed the needs of the community on the forefront of its mission and operation. As the needs for service increased, so did the staffing levels. The City of Palm Coast and our Palm Coast Fire Department embraces the spirit and history of the fire service as a combination fire department which integrates 50+ volunteer members with the 57 full-time career firefighters that protect our community.
The Palm Coast Fire Department operates out of five (5) fire stations. In addition to the career staff, our current volunteer membership includes Firefighters, Fire Police and Associate members, all of whom respond to emergency medical calls and emergency management situations. Today, the PCFD handles approximately 20-25 calls per day and the call volume keeps increasing.
The newest program being instituted in the department is a Volunteer Firefighter Intern program that provides training to willing candidates provided they dedicate time to do career "ride - alongs." This program will require the candidate to commit to learning the skills necessary to become a career firefighter. It is expected that the candidate will enroll in the required educational programs to become a firefighter/EMT or Paramedic while volunteering. In return, the City will give employment preference to those that are participating in this program over other, external applicants.
The Palm Coast Volunteer Fire, Inc., a not for profit membership corporation, is a Federal 501-C-3 tax exempt status. It was established to provide Palm Coast Volunteer Firefighters with leadership, volunteer representation and training to support many of its community programs and needs. The future focus of the Palm Coast Volunteers will be to enhance the training of its members and continue the support of providing that protection to our neighbors that Benjamin Franklin thought was a vital part of any community.

Our Parks & Recreation Department is seeking Summer Camp Counselors to join their team! Depending on level of experience candidates may be hired as a Camp Counselor 1 or Camp Counselor 2. Under direction, the purpose of the position is to organize, supervise and lead student recreation activities for seasonal youth camps. Employees in this classification perform at entry staff level and are responsible for providing a safe recreational environment for the assigned community programs, youth activities and/or special events provided by the City. The Parks & Recreation Department is seeking a part-time Facility & Guest Attendant to join their team. Under general supervision, the essential part of this position is setting up and breaking down tables and chairs which requires constant lifting of up to 25+ pounds. This is part-time position of varying hours per week mostly evenings, weekends, & holidays. This position may support public recreation activities and provide customer service involving parks, facilities, activities and programs. Employees in this classification function at entry level to perform both routine and non-routine duties as dictated by the nature of the work promoting efficient and organized operation of departmental activities. The position will occasionally coordinate and oversee work, scheduling, fee collections and assists in maintaining facilities. Requires a High School Diploma or GED. Under general supervision of the tennis professional, the purpose of the position is to provide Tennis instruction at the City's public Tennis facilities. Responsible for assigned tennis activities that may include: Tennis instruction, tennis instruction for youth programs, social activities, intra-club leagues, GVTL teams and special events. High School Diploma or GED; supplemented by one (1) year instruction experience, and a demonstrated ability to perform the administrative support and coordinating requirements of the position; or an equivalent combination of education, training, and experience. Our Public Works Department, Fleet division currently has an opening. Depending on level of experience, candidates may be hired as a Mechanic I, II or III. Mechanic I

Stormwater Department
This position will join the Stormwater Maintenance division as a member of our pipe maintenance crew working on stormwater pipe installation and repair projects. Depending on level of experience, candidates may be hired as MW, E01 or E02. All positions perform work related duties to include the installation, maintenance and repair of the City infrastructure development and public properties management.
Maintenance Worker - Must possess a minimum of (2) years experience in grounds keeping and or general maintenance.
Equipment Operator 1 - Must possess (11) months experience and operates light to heavy equipment and the ability to perform labor intensive work within difficult environmental conditions to include frequent lifting, pulling and pushing of 50 lbs. Must possess a Class "B" CDL license.
Equipment Operator 11 - Must possess (3) years of light and heavy equipment operating experience including but not limited to operation of backhoe, front end loader, excavator, skid steer, gradall, etc. Must have the ability to perform labor-intensive work within difficult environmental conditions to include frequent lifting, pulling, and pushing of 50 lbs. Must possess a Class "A" CDL license. Strong heavy equipment operator skills, underground utilities maintenance experience, and a current Class A CDL are preferred, however in-house training can be provided. Excavator operating experience is highly desirable.
City of Palm Coast Stormwater Department is seeking temporary workers to help maintain the city stormwater system. Daily work activities will include manual labor and equipment operation directed towards swale, pipe, ditch, and canal maintenance projects. Staff can expect to be exposed to inclement weather, hazardous wildlife, and difficult environmental conditions on a regular basis. Preferred candidates will possess verifiable experience in general maintenance work and heavy equipment operation. Possession of a current Class A or Class B CDL is a definite plus. Stormwater & Engineering Department
Under general supervision, performs semi-skilled to skilled vehicle and equipment operation in the installation, maintenance and repair tasks associated with City stormwater system infrastructure. Employee functions in a lead capacity and is responsible for the oversight of maintenance crews in the field. Employee is distinguished from that of the journey level position by knowledge and proficiency gained through training and experience. Performs related work as directed. Employee functions at senior level to perform complex work with independence, and more difficult work under guidance and supervision of the Stormwater Maintenance Supervisor responsible for the specific functional area.
This position will primarily be responsible for the supervision of prison inmate work crews engaged in the mowing and ongoing maintenance of Stormwater ditches. Preferred candidates will possess experience as correctional officers and / or currently be certified by the Florida Department of Corrections to supervise prison inmate work crews. This is a working position in the field that will require the chosen candidate to operate light and heavy equipment in harsh field environments. Candidates must be comfortable supervising, transporting, and assuming direct responsibility for prison inmate crews in the absence of certified correctional officers.
Requires a High School Diploma or GED; supplemented by five years light and heavy equipment operating experience and the ability to perform labor intensive work within difficult environmental conditions to include frequent lifting, pulling, and pushing of 50 lbs.; or an equivalent combination of education, training, and experience. Under general supervision, the purpose of the position is to perform a wide variety of technical and supervisory work in land surveying. Employees in this classification function at journey level to perform both routine and non-routine duties as dictated by the nature of the work promoting efficient and organized operation of department activities. Position performs a variety of administrative/clerical support duties as dictated by the nature of the work area. Must possess a High School Diploma or GED; supplemented by specialized training in land surveying, and a minimum of five (5) years responsible experience as a survey instrument person or junior party chief. Must obtain and maintain a Florida Department of Transportation Traffic Safety (MOT) and FSA Stormwater Operator Level 1 certifications or ability to obtain within one (1) year of hire. Bachelor's Degree in Civil Engineering or related engineering field; a Professional Engineer's EI license; two (2) years responsible technical experience in engineering; or an equivalent combination of education, training, and experience. Must be a Registered Engineer Intern (EI) or Professional Engineer (PE) within the State of Florida (or able to register as a EI or PE in the State of Florida within one (1) year of start date of employment into position). Must possess and maintain a valid Florida Driver's License.

Utility - (Water Operations) Department
Under supervisor, the purpose of the position is to perform diagnostic and equipment control operations to regulate source water, treatment, and pumping of Water in the City's Utility's Water Division according to the area of assignment. The objective is to ensure the effective production of potable water. Based on the level of experience, qualifications, and education, candidates may be hired as USO Trainee, USO 1, USO 2, or USO 3.
Utility System Operator Trainee
Employees in this classification will receive on-the-job training in water treatment operations including sampling procedures, process control, and equipment operation. The objective is to become knowledgeable in regulatory compliance rules and regulations. Applicants with mechanical or electrical knowledge and experience and the ability to perform the physical and mathematical duties of the position are preferred. Trainee will have fifteen (15) months from hire date to obtain and maintain Water Treatment, Level C Operator Certification issued by the Florida Department of Environmental Protection.
Utility System Operator
Employees in this classification function at entry level and are responsible for performing routine inspection and maintenance duties, collecting samples, and interpreting data, and ensuring the efficient and effective operation of the water facilities and equipment. Experience with data entry, basic electric, plumbing, and equipment maintenance preferred. Must possess and maintain a Water Treatment, Level C Operator Certification issued by the Florida Department of Environmental Protection.
Utility System Operator 2
Employees in this classification function at the journey level and are responsible for performing routine and moderately complex inspection and maintenance duties, ensuring the efficient and effective operation of water treatment facilities and equipment. The position is distinguished from that of Utility Systems Operator I, by the level of independence the employee functions. Must possess and maintain Water Treatment, Level B Operator Certification issued by the Florida Department of Environmental Protection.
Utility System Operator 3
Employees in this classification function at the senior level and are responsible for performing routine and complex inspection and maintenance duties, ensuring the efficient and effective operation of water facilities and equipment. The position is distinguished from that of the Utility Systems Operator II, by the level of independence the employee functions. Must possess and maintain Water Treatment, Level A Operator certification issued by the Florida Department of Environmental Protection.

Utility Wastewater Department
Our Utility Department, Wastewater Division is seeking a Utility System Technician 1 or 2 to join their team. Under supervision, the purpose of the position is to perform a wide range of routine labor-intensive work in the installation, Maintenance and repair of City water and sewer systems.
Utility System Technician 1
Employees in this classification function at entry level. Routine tasks are performed with some independence, and more difficult work is performed under direct supervision. Objective is to maintain utility systems and facilitate safe and efficient transporting of water/wastewater throughout the city. Must have one (1) year experience in public utilities or other large-scale commercial plumbing systems and be able to obtain a Class B CDL license with tanker endorsement within six months of employment; or an equivalent combination of education, training, and experience. General construction experience may be considered.
Utility System Technician 2
Employees in this classification function at journey level, and are accountable for operating, maintaining, and performing minor repairs on utility vehicles and equipment. Position is distinguished from that of the Utility Systems Technician I, by the level of independence the employee functions in, as a result of the advanced laboring knowledge acquired through training and work experience. Objective is to maintain utility systems and facilitate safe and efficient transporting of water/wastewater throughout the city. Must have (2) years' experience in public utilities or other large scale commercial plumbing systems, basic electrical knowledge, and the ability to obtain a Class B CDL license with tanker endorsement within six months of employment; or an equivalent combination of education, training, and experience. Where applicable, must possess and maintain a FWPCOA certification preferred. All positions require a High School Diploma or GED. Must possess a valid Florida Driver's license.
Our Utility Department, Wastewater division is currently seeking a new employee to join their team! Depending on level of experience, candidates may be hired as a Mechanical Technician 1 or Mechanical Technician 2. Under supervision, the purpose of the position is to perform a wide range of moderately complex pump-mechanical and electrical trades work in the maintenance and repair of utilities treatment plants, equipment, peripheral components, and collection systems.
Mechanical Technician 1
Position will repair and maintain machinery and mechanical equipment such as engines, motors, pneumatic tools, conveyor systems, pumps, gearboxes and various rotating equipment of all sizes and types; with proper equipment, must be able to test motors for continuity. Must have one (1) year responsible experience in public utilities or other large scale commercial pumping systems, motors and electrical equipment or an equivalent combination of education, training, and experience is required.
Mechanical Technician II
Employees in this classification function at journey level, and are accountable for installing, maintaining, repairing, and replacing a wide variety of machinery and mechanical equipment, e.g., engines, motors, pneumatic tools, conveyor systems, pumps, gearboxes, and various rotating equipment. Objective is to maintain wastewater system, pump stations, and treatment plant equipment to ensure safe and efficient utility operations. Must have two (2) years' experience in public utilities or other large-scale commercial pumping systems, motors and electrical equipment, and the ability to operate heavy equipment and tools of the trade, or an equivalent combination of education, training, and experience. Must possess and maintain a valid Florida Class B CDL Driver's license. All positions require a High School diploma or GED. Must be available for emergency call back and rotating call duty. Under supervision, the purpose of the position is to perform diagnostic and equipment control operations to regulate collection, treatment, dispersal and disposal of wastewater in the City's Utilities Wastewater Department according to the area of assignment. Objective is to ensure effective processing of wastewater. Based on level of experience, qualifications and education candidates may be hired as a USO, USO 2 or USO 3.
Utility System Operator
Employees in this classification function at entry level, and are responsible for performing routine inspection, greasing and maintenance duties, collecting and interpreting data, collecting samples, ensuring efficient and effective operation of Wastewater facilities and equipment. Experience with data entry, basic electric, plumbing and equipment maintenance preferred. Must have (1) year experience in utilities or other pump-mechanical operations or an equivalent combination of education, training and experience. Must possess and maintain a Wastewater Treatment, Level C Operator Certification issued by the Florida Department of Environmental Protection.
Utility System Operator 2
Employees in this classification function at journey level, and are responsible for performing routine and moderately complex inspection and maintenance duties, ensuring efficient and effective operation of wastewater facilities and equipment. Position is distinguished from that of the Utility Systems Operator I, by the level of independence the employee functions in, as a result of the advanced laboring knowledge acquired through training and work experience. Must have three (3) years' experience in utilities pump-mechanical operations; or an equivalent combination of education, training, and experience. Must possess and maintain Wastewater Treatment, Level B Operator Certification issued by the Florida Department of Environmental Protection.
Utility System Operator 3
Employees in this classification function at senior level, and are responsible for performing routine and complex inspection and maintenance duties, ensuring efficient and effective operation of water facilities and equipment. Position is distinguished from that of the Utility Systems Operator II, by the level of independence the employee functions in, as a result of the advanced laboring knowledge acquired through training and work experience. Must have a minimum of five (5) years' experience in utilities pump-mechanical operations; or an equivalent combination of education, training, and experience. Must possess and maintain Wastewater Treatment, Level A Operator certification issued by the Florida Department of Environmental Protection. Must possess and maintain a valid Florida Driver's License.
