City Manager

One of Florida's newest cities, the growing, dynamic community of 86,516 provides a full array of municipal services with 450 full-time, 4 part-time, and 70 seasonal/temporary employees with a budget of $143.7 million. The city operates under the council-manager form of government with a Mayor & four Council Members.

The successor City Manager should have a demonstrated track record of resourceful, entrepreneurial approaches to development, willing to consider creative strategies to address high-growth community issues and challenges and have a sense of vision for both the organization and community that will ensure sustainable future growth.

The ideal candidate must hold a bachelor’s degree in public administration, business administration, or a related field; a master’s degree is preferred. A minimum of eight years of progressively responsible experience in a City Manager’s office or as a Department Head in the management and administration of a municipal government is desired. Any combination of education and experience that provides the required knowledge and skills will also be considered. The final selected candidate shall establish residency within the corporate limits of the City within six (6) months of appointment.

Finance Technician 1 or 2

City of Palm Coast is seeking a Finance Technician to join their team.  Depending on level of experience, the applicant may be hired as a Finance Technician 1 or 2.

Under direct supervision, the purpose of the job is to perform routine accounting and general administrative support work according to generally accepted standard accounting principles, established administrative procedures, departmental guidelines, and regulatory requirements applicable to the work.  Employees in this job classification function at entry/staff level to accomplish assigned functions according to established schedules, calendars, projects, and programs of the department. Work includes posting, data entry, maintenance and reconciliation tasks relevant to assigned functional areas, e.g., accounts payable, accounts receivable, payroll, accounting records and reports, and general administration.

Finance Technician 1

Must possess two (2) years of experience in accounting work, e.g., processing invoices and requisitions, budgeting, payroll processing, payments, stop payments, maintaining general ledger accounts; or an equivalent combination of education, training, and experience.

Finance Technician 2

Must possess four (4) years of experience in accounting work, e.g., performs data entry work for various functions, including invoice entry, payroll, receipts and payments. Performs verification and reconciliation tasks for invoices, receipts and balances. Prepares Journal entries, billing files, bank and vendor uploads, reconciles various reports, ledgers files and databases.  Must be proficient in Microsoft Excel.

Mechanical Technician 1 or 2

Under supervision, the purpose of the position is to perform a wide range of moderately complex pump-mechanical and electrical trades work in the maintenance and repair of utilities treatment plants, equipment, peripheral components, and collection systems.

Mechanical Technician 1

Position will repair and maintain machinery and mechanical equipment such as engines, motors, pneumatic tools, conveyor systems, pumps, gearboxes and various rotating equipment of all sizes and types; with proper equipment, must be able to test motors for continuity.  Must have one (1) year responsible experience in public utilities or other large scale commercial pumping systems, motors and electrical equipment or an equivalent combination of education, training, and experience is required. Must possess a valid State of Florida Driver's license with the ability to obtain a class "B" commercial driver's license and tank truck endorsement within six (6) months. Must be available for emergency call back and rotating call duty.

Employees in this classification function at journey level, and are accountable for installing, maintaining, repairing and replacing a wide variety of machinery and mechanical equipment, e.g., engines, motors, pneumatic tools, conveyor systems, pumps, gearboxes and various rotating equipment.  Position is distinguished from that of the Mechanical Technician I, by the level of independence the employee functions in, as a result of the advanced laboring knowledge acquired through training and work experience.  Objective is to maintain wastewater system, pump stations, and treatment plant equipment to ensure safe and efficient utility operations.  Must have two (2) years' experience in public utilities or other large-scale commercial pumping systems, motors and electrical equipment, and the ability to operate heavy equipment and tools of the trade; or an equivalent combination of education, training, and experience. Must possess a valid State of Florida Driver's license with the ability to obtain a class "B" commercial driver's license and tank truck endorsement within six (6) months. Must be available for emergency call back and rotating call duty. 
All positions require a high school diploma/GED and the ability to meet the City of Palm Coast driver's license certification requirements.  Prefers candidates with Wastewater experience.

Stormwater Systems Coordinator or Senior Systems Coordinator

Under general direction, the purpose of this position is to perform a broad variety of skilled field and office work involved with the administration and operation of the City's stormwater drainage system. Responsible for adhering to local, state and federal regulatory requirements, and City wide standards, goals and compliance.  The individual will be responsible for maintaining records of the City of Palm Coast's stormwater system.

Requirements for Stormwater Systems Coordinator 

Associates of Science Degree with major coursework in Civil Engineering Technology or related field, or equivalent vocational certification with major coursework in Engineering or Engineering Technology; supplemented by three (3) year's work experience in stormwater drainage systems, or an equivalent combination of education, training and/or experience. Under direction, the purpose of the position is to review and analyze construction plans and specifications for permitted construction projects, to include structural, electrical, plumbing, HVAC, mechanical, and engineering construction of residential, commercial and multi-family construction for compliance of appropriate building codes regulating building construction, alterations and repairs. Building Inspector

This position involves technical work inspecting building construction at residential, commercial and multi-family construction sites for enforcement of appropriate building codes regulating building construction, alterations and repairs.  Essential functions include: conducting field inspections of work in progress or completed projects under approved building permits for conformance with the Florida Building Code, and other national and local codes and ordinances, maintaining files of inspections and providing technical advice and consult with architects, engineers, general and specialty contractors and homeowners.
