Scope: GENERAL DESCRIPTION: This Request for Proposals is issued for The City of Palm Coast to receive responses from qualified firms capable of providing Construction Engineering and Inspection Services for Old Kings Road Widening Phase 1. The widening of Old Kings Road is part of a city program to widen Old Kings Road from a 2-lane undivided roadway to a 4-lane divided roadway with curb and gutter, raised curbed grass medians and 8’ wide sidewalks. OBJECTIVE / SCOPE OF WORK The general objective is for the Proposer to provide Construction Engineering & Inspection (CEI) services which are required for contract administration, inspection, and materials sampling and testing for the construction of the project indicated above per the design documents, the Florida Department of Transportation standards and City of Palm Coast standards and requirements. The proposer will also be responsible complying with all requirements and for monitoring the Contractor’s performance of construction contracts for compliance with all requirements of the State-Funded Grant Agreement between the Florida Department of Transportation and the City of Palm Coast. The projected construction contract time is 274 calendar days to reach Substantial Completion from the Notice-To-Proceed date, tentatively set for May 1, 2020, with another 30 days to achieve Final Completion. QUALIFICATIONS: The intent of these services is for the CEI firm to act as an agent of the City of Palm Coast in the oversight of the construction work for the project. The CEI firm shall meet the following: • Proposer shall have experience providing professional consulting services for at least five (5) years under the current business name. • Proposer’s firm has not defaulted on a contract within the past five (5) years or declared bankruptcy within the past three (3) years. • Proposers are required to be FDOT pre-qualified in the following work types required for the Project: 10.1: Roadway CEI 10.3: Construction Materials Testing 10.4: Minor Bridge and Miscellaneous Structures CEI
