Spotlight Palm Coast: City Considers Wastewater Expansion

Posted 1/15/2020 6:02:00 PM

On January 14, 2020, Palm Coast City Council is considering expansion and capital finance plans for Wastewater Treatment Capacity, referred to as WWTF No. 2.

WWTF No. 2 is located on the northwest side of Palm Coast off US1. The plant was completed in June 2018 with the capacity amount of 2.0 million gallons per day. Future expansions are planned to take the plant to 6 MGD, which is needed to keep up with the current wastewater growth projections for the city of Palm Coast.

The estimated cost for design and construction of this expansion is $20 million. The utility plans to fund the expansion by borrowing the money from the State Revolving Fund (SRF). SRF loans are provided through the Florida Department of Environmental Protection and are typically for 20 years at a very low interest rate. Recent SRF loans have been issued to municipalities with interest rates as low as 0.117%.

Final action by the City will be decided at an upcoming business meeting.

"The debt service will be provided by our future impact fees by our future customers," explained City Manager Matthew Morton. "The idea is that growth pays for growth so that current ratepayers are not affected."
