Water Conservation Ordinance and Information
When Can You Water
The Palm Coast City Council enacted a stringent water conservation ordinance to implement and enforce the St. Johns River Water Management District's rule limiting irrigation to a defined schedule. Private irrigation well use is prohibited where reclaimed water is available and between the hours of 10:00am to 4:00pm. Irrigation with City supplied water is prohibited between the hours of 10:00am to 12:00 midnight according to these scheduled days:

Daylight Savings Time (Mar-Nov) – Odd numbered addresses or no addresses – Wed & Sat; Even numbered addresses – Thurs & Sun; Non-residential – Tues & Fri

Eastern Standard Time (Nov-Mar) – Odd numbered addresses – Sat; Even numbered addresses – Sun., Non-residential – Tues.

COUNCIL ENACTS NEW WATERING RESTRICTIONS

In Florida, it is never a matter of 'if' we'll need to conserve water; it is always a matter of 'when and how'. It is important for municipal government to be consistent and vigilant in guiding residents to conserve water in the most efficient manner.

To this end, the Palm Coast City Council has amended the City's Water Conservation Policy for landscape irrigation to align with the St. Johns River Water Management District's landscape rules and regulations. A summary of restrictions follows:

  1. Irrigation with private irrigation wells is prohibited between 10:00 a.m. and 4:00 p.m. Irrigation with City supplied water, under a resolution of Excess Demand Level #1, allows for watering only between Midnight and 10:00 a.m. These times are allowed only during the schedule below:
  2. DAYLIGHT SAVINGS TIME (MARCH-NOVEMBER)
    • Irrigation is limited to two days per week
    • Odd numbered addresses or no addresses – Wednesday & Saturday
    • Even numbered addresses – Thursday & Sunday
    • Non-residential – Tuesday & Friday
  3. EASTERN STANDARD TIME (NOVEMBER-MARCH)
    • Irrigation limited to one day per week
    • Odd numbered addresses – Saturday
    • Even numbered addresses – Sunday
    • Non-residential – Tuesday
  4. YEAR ROUND RESTRICTIONS
    • When reclaimed water is available for irrigation use, the use of private irrigation wells is not authorized.
    • Irrigation is limited to no more than 3/4" per zone per irrigation day.
    • Irrigation is limited to no more than one hour per irrigation zone per irrigation day.
    • Irrigation is limited to only that amount necessary to meet landscape needs.
    • Irrigation limitations apply to water withdrawn from ground or surface water, from a private well or pump or from a public or private utility.
    • Irrigation limitations apply to all landscape irrigation not currently regulated by consumptive use permits.
    • Persons irrigating with an automatic lawn irrigation system installed after May, 1991 will install, maintain and operate a sensor or switch that overrides the system when adequate rainfall has occurred.
  5. EXCEPTIONS TO RESTRICTIONS
    • Irrigation using a micro-spray, micro-jet, drip or bubbler system is allowed anytime.
    • Irrigation of new landscape is allowed at any time of day on any day for the initial 30 days and every other day for the next 30 days (a total of one 60-day period), provided the irrigation is limited to the minimum amount necessary for establishment.
    • Watering in of chemicals, including insecticides, pesticides, fertilizers, fungicides and herbicides when required by law, the manufacturer or best management practices, is allowed anytime within 24 hours of application. Watering in of chemicals may not exceed 1/4 inch of water per application.
    • Irrigation systems may be operated anytime for maintenance and repair purposes, not to exceed 20 minutes per hour per zone.
    • Irrigation using a hand-held hose equipped with a spray nozzle that can be adjusted so water flows only as needed is allowed anytime.
    • Discharge of water from a water-to-air air-conditioning unit or other water-dependent cooling system is not limited.
    • The use of water from a reclaimed water system is allowed anytime. A reclaimed water system includes systems in which the primary source is reclaimed water, which may or may not be supplemented from another source during peak demand periods.
    • The use of recycled water from wet detention treatment ponds for irrigation is allowed anytime provided the ponds are not augmented from any ground or off-site surface water, or public supply sources.
