The American Public Works Association defines Public Works as, "the combination of physical assets, management practices, policies, and personnel necessary for government to provide and sustain structures and services essential to the welfare and acceptable quality of life for its citizens." To accomplish this, the Public Works Department in Palm Coast is organized into the following divisions:
STREETS – The Streets division is responsible for ongoing maintenance of the roads and the corresponding rights-of-way including paving, mowing, landscaping, litter, signage and signals.
DRAINAGE – The Drainage division maintains the roadside swales, neighborhood ditches and road culverts in accordance with designs and standards set by the Engineering and Stormwater Department.
PARKS – The Public Works Department's Parks team is responsible for maintenance and upkeep of all of the city parks, athletic fields and trails.
FACILITIES – The Facilities group maintains all city-owned buildings.
FLEET – The Fleet division as an internal service fund and is responsible for acquisition and maintenance of all city vehicles including those used by other departments and divisions.
UTILITY – The Utility division provides water and sewer service to residents of the city and some surrounding areas including the Hammock, Marineland and Palm Coast Plantation.
CUSTOMER SERVICE – The Customer Service division operates the city's call center and staffs the front offices at two locations in the city providing service to the public.
